When the dust settled, the council picked contractor Map Willdan 2. Displayed in the first image below. Doesn't make sense at first look? Dont worry, you are not the only one struggling to find how these lines represent the city.
It is not until the locations are added of the four council members who voted for this map that it starts to make sense. These approximate locations are notated by starts on the second image below (all locations from publicly available sources).
Every Council-member who voted for this map lives east of Glendora Ave (highlighted in yellow). This east end of town has some of the highest income per capita and the most expensive housing anywhere in the city. Most live in an area generally considered to be a single neighborhood of Charter Oak. Since politicians are required to live in the district they serve, the council decided to cheat and turn to gerrymandering.
The final result is neighborhoods split up, with districts sometimes just a block wide. Stretching from one corner of the city to another. Allowing each politician to put their own political future above what is best for the residents of Covina. Robbing the city of the benefits of voting districts.
Splitting up Charter Oak so many ways also means with a single shift of political winds, the area could go from the majority of the council seats to no local representation. Political gerrymandering is bad for residents in every corner of the city.
These districts undermine the validity of local government, and place a stain on Covina politics that will last long after these cheating politicians are out of office.
Voters should pick their politicians, politicians should not be able to pick their voters.
